Gabe Conlon

Gabe has worked as a consultant since leaving Cardiff County Council in 1999. He specialises in change and performance management in the health, housing, and social care sectors. At Cardiff he was Assistant Director responsible for Community Care and for a period in 1998, acting Director of Social Services.


Gabe is a qualified nurse and Registered Social Worker. He has extensive knowledge and experience of developing and managing community care provision, including specialised residential, day, and community services. He is a Trustee of ‘Action on Elder Abuse’, a past council member of the ‘National Homecare Council’, and a fee paid inspector with the Welsh Assembly Government.

Recent work includes the development and introduction of a Community Care policy and procedure (Vale of Glamorgan); a review of care services, including a financial and options appraisal (Swindon Borough Council); and Best Value reviews of social care services (various local authorities). Design and implementation of staff development programme (South East Wales – Adult Protection Partnership

Gabe is committed to equal opportunities and throughout his career has actively worked to translate this into practice. He has a fervent interest in the protection of vulnerable adults and seeks to promote greater awareness and improved practice in relation to this area of work.)

Sarah Conlon

Sarah has worked with Practice Solutions since July 2003. She specialises  in the use of digital media within education and other social contexts.  From 2000 until 2003 she worked as a part time lecturer at Winchester University and The University of East London.  During that time, she facilitated several projects that sort to address the use of digital video as a tool to enhance creative learning for children.

Sarah has a Degree in Performance Art and a Masters Degree in Multimedia - Theory and Practice. Recent work has included the design and production of several digital video projects which includes ‘Your Future you Decide’ (Age Concern – Cardiff and The Vale and Cardiff County Council) ‘Developing a Strategy for Older People in Pembrokeshire’ (Pembrokeshire County Council) and Carers’ 24/7 (Cardiff County Council).Each of these projects has been produced to raise a general awareness of social issues that are current for people living in the UK in 2004.
